Identify before abrading
Establish what the surface and existing coating are, whether they are sound, and whether moisture, staining or adhesion failure is present.
Solve the actual defect
A sealer, stain blocker, bonding primer and timber primer perform different jobs. One product should not be assumed to solve every condition.
